A New Vision for Waterloo and the South Bank
Waterloo Masterplan
An ambitious long-term masterplan for London Waterloo Station and the wider Waterloo and South Bank area. Commissioned by Lambeth Council and Network Rail in partnership with South Bank Employers Group, South Bank BID, We Are Waterloo, LCR Property and local developers, the masterplan led by Grimshaw Architects establishes a framework to transform Britain’s third busiest transport hub into a connected, safe, and thriving net-zero neighbourhood. The landscape vision, principles and masterplan direction were led by ExA to deliver transformative public realm improvements including over 40 enhanced walking and cycling routes, 15 improved station gateways promoting active travel, and 1,900m² of new green infrastructure and hundreds of trees.

The strategy prioritises multigenerational, inclusive public spaces that better connect the station with surrounding cultural institutions including the National Theatre, Old Vic and London Eye. Key interventions include redesigned northern and new southern concourses that integrate seamlessly with external public realm, improving passenger flow whilst supporting the local economy and establishing Waterloo as an exemplar integrated transport and landscape destination.
